Overview
A Domestic Transhipment Request (DTR) is a request to move uncleared cargo from one approved facility to another approved facility. This is required for any point-to-point movement
An approved facility must be both a CCA and a Transitional Facility. DTRs are requested through TW Freight system on an Inward Cargo Report (ICR). Like any other messages submitted through Tradewindow Freight, DTRs can be approved, declined, or held.
DTRs intent is to replace the current manual approval systems for domestic transhipments i.e.: a. Customs ‘Continuing Collectors Permit’ and hard copy ‘Permit to Remove’ for movement in NZ ‘under bond’. DTR is used instead of Biosecurity Authority Clearance Certificate (BACC) applications to move uncleared cargo.
Steps
1. Once the details on the Consolidation has been filled in, click on TSW ICR as highlighted below
2. A window will pop open as follows
3. Enter the following fields
- Tick DTR only under Send Message radio button (if unticked, message sent will be as an ICR)
- Fill in the Movement Request
- Fill in the Good Location (CCA) (eg NZTRG)
- Fill in the Transport Mode from the drop down (moving by Rail, Road etc
a) 1O - Sea (Overseas Vessel)
b) 1C - Sea (Coastal Vessel)
c) 2 - Rail
d) 3 - Road
e) 4 - Air
f) 6 - Multimodal
- Fill in the Transhipment Destination (is the Port / Cargo Terminal / Freight forwarder premises where the goods are to be moved to.
4. Click on Apply to All
For FAK Movements, enter the Quarantine Declaration for every consignment for every container
Messages returned as follows
1. DTA - Domestic Transhipment Approved
2. DTD - Domestic Transhipment Declined
3. HELD - Movement Held ->Awaiting Further instructions from either agency

- Quarantine Declaration
- Manifest
- Bill of Lading
NB: FAK Moves from Tauranga (NZTRG) through MetroPort to your CCA/TF
Process as follows
1. Submit ONE DTR to cover the move from NZTRG to the final CCA/TF
2. In your submission, please enter the following information:
a) Port if Discharge NZTRG
b) Location of Goods NZTRG
c) Transit Destinaion <<CCA/TF>>
d) Delivery Notification Party: 8865L (CCA no. for the Metro Port) - This is required as it will send an email notification to MetroPort operators. You don't need to add an additional email address.
As a result of this submission and provided there are no MPI risks associated with the container or consignments, Customs and MPI holds in the port system will be lifted to allow the move from NZTRG to MetroPost.
